Malaysia Passport Renewal in Singapore for PRs

I have just renewed my soon-to-expire Malaysia passport at Malaysia Highcommision in Singapore, and I thought it would be beneficial to share the process here.

Do note that the information below is applicable as of 26 Oct 2010.

For most updated details, you may always refer to High Commission of Malaysia in Singapore site.

Getting Ready

You will need the following, both original copy and photocopy:

  • 1. Existing Passport
  • 2. Singapore NRIC
  • 3. Malaysia IC

On top of that, you will also need to bring SGD$124 cash (or depending on the conversion rate on that day for RM300), and 2 pieces of 35mmx50mm passport size photo with dark blue background (you can take the photo in Malaysia Highcomm but that will waste you one round of queue waiting). Photocopy service is also available there if you couldn’t get your documents photocopied before hand. The queue is relatively short as compared to photo booth.

A lot of people are suggesting to duly complete Form IM.42 but frankly, you don’t have to. You will be given the form free of charge at guard house when you exchange your visitor pass. It’s printed RM1.00 on it, but I did not need to pay anything.

Some says (even the Malaysia Highcomm page is saying) that you will need Registration of Malaysian Citizens in Singapore form, but I did not prepare it and was not asked for it.

Getting There

You may find the Malaysia Highcommision location as shown below:

You may opt to take taxi/cab to avoid any hassles, or you may take any of these bus service: 14, 65, 32, 139 & 970.

Becareful that the Google Map may be slightly confusing. If you are taking bus and alighting in front of SPC station, you may want to walk into Jervois Rd from Metico Centre direction and walk up. I personally walked up Nathan Road and made one big round.

Proper Flow

As mentioned earlier, once you reached you should go straight to the guard house to exchange for visitor pass. Use any of your photo ID card except your Singapore NRIC and Malaysia IC as you will need them both in the building. In my case, I used my driving license.

If you are going on weekdays, I would recommend you to arrive at around 7:45AM, not too early and not too late. I was the 30th+ in the queue when I reached, and could have been a lot more faster (as mentioned earlier) if I had my passport photos ready.

The building will be open for entrance around 7:30AM for photo taking and all, and you can start to queue up for queue number at around 8:10AM. Once you’ve got your queue number, sit down and wait for your turn.

The process is rather simple, they will call your number, you will pass them all the documents prepared, they will ask you to press both your thumbs onto finger print reader, print a manual ink thumbprint on the form, pay the fee and you’re done.

Do note that at this point you will not be given any receipt for the cash you paid. What you have with you is a collection slip with a unique number on it.

Passport Collection

You may collect your passport on the same day in the afternoon.

Although it says that they will be opened at 2:30PM, be there early at about 1:45PM (I reached around 1:30PM and was 17th in the queue).

Go to the guard house, exchange for a passport collection pass, and wait for the door to open. The queue number is the number written on your pass tag.

The collection is rather fast, where each person in the queue will only take around 3-5 minutes. The door will be open at around 2:00PM and they will start distributing the passport at around 2:10PM.

The timing will depend on whether it’s weekdays or weekends, and whether it is peak period (ie. approaching school holidays where everyone realised that their passport has got less than 6 months validity). All above timing are based on my experience on 26th October 2010.

Re-entry Permit Transfer

Last but not least, if you are a Permanent Resident in Singapore, do not forget to transfer your re-entry permit at Electronic Re-Entry Permit (e-REP). Some of you may also find the lengthy e-REP User Manual useful.

Additional Info / Tips

1. When filling in the form, your current address should be Singapore address (no Malaysia address is allowed or you have to refill your form). (Thanks David for this tips!)

2. Paste both photos on the form, one in front (box provided) and one at the back (box not provided, but in the right hand column, at the top). You may refer to instructions in samples pasted on the board which you will see straight in front after entering. (Thanks David for this tips!)

3. For form and documents submission, you have to queue for your queue number and not based on your pass number. The queue number will be based on our pass number only for passport collection. (Thanks David for this tips!)

  • your post helped me prepare for this trip to renew my passport, which went smoothly this morning. will go collect this afternoon. let me share a few more things i learnt:

    - current address should be in singapore. many ppl, including me, had to redo the form cos we put our msia address
    -paste both photos on the form. one in front (box provided) and one at the baxk (box not provided, but in the right hand column, at the top). u can refer to instructions in samples pasted at the board which you will see straight in front after entering.
    -to queue for queue number, we had to go thru a lady who check all the above before letting you queue. we had to not believe the man at the photo booth who said we dont have to get queue number,but called based on our pass number, which is false.

  • hey thanks your website had really provided great help for me when i was renewing passport! perhaps i could share some other stuff too(:

    1. for ppl who are taking public transport, according to street directory/gothere.sg, we can either stop at redhill mrt or tiong bahru mrt to take bus there. I have tried both and realised that it is actually easier to alight at redhill as the bus stop is more obvious and much nearer. for tiong bahru i had to ask around and finally found out that the bus stop was hidden among the hdb area. the directions given for tiong bahru was quite confusing too as there were 2 exam centres there.

    2. it will be better to bring small change (or exact). i had quite a bit of hassle today as i gave $150 and they could not find enough change. they basically made me went all over to the photocopy booth, the visa cashier and passport cashier to ask for small change.

  • Thanks very much for the advise. I arrived there before 8 today, had all the documents and exact cash amount, and they started processing my application already and with friendly service too. Renewal and collection was a breeze; I completed both within 15 minutes for each process. I’m satisfied with how things went :)

    Oh, thanks for the eREP advise, I did it once I got home and it took minutes.

    Now, passport renewal isn’t such a daunting and time consuming event :)

    with regards to “when to go” in the morning, wouldn’t arriving say 6.30AM be a good thing? At least you are almost certain are in the front of the queue?
    Can I confirm the procedure as follows:
    1. Arrive and go to the Guardhouse
    2. Exchange for Pass
    3. Queue up at the Gate
    4. When gate opens proceed to counter 11 for Queue number(?) <— At this point will there be a rush ? Or does the queue number depends on the Pass you got from the guardhouse
    5. Wait for queue number to be called.

  • yes S$124 for all, correct as of 26th Oct 2010 though :)

    just fill in the 6th number of your postal code outside the box, it is fine

    you may go as early as you want depending on ur needs :) if you need to leave by 9am, then probably you’ll have to be there by 630am..

    regarding your step 4, no it does not go according to the number you exchange at guard house, this is because some people would take photo inside the building, so the queue number will be issued only when you have your form completely filled up, with photo ready..

    however the queue number for collection (afternoon) is according to the number you get at guard house

  • If my Malaysia passport expiry on next year April and i renew it now. When is my new passport expiry date assuming i renew it for 5 years? (Sept 2016 or Apr 2017?).
    If it is Apr 2017, then can i say that i should renew it ASAP instead of waiting until the last 6 months?
    Another question, I did my china visa under current passport and it expiry on next year Feb. Will it be affected if i renew my passport?

  • Hi Jeffrey,

    I renewed my passport before the expiry date and the new passport still follows the old expiry date 5 years after that, so you may proceed to renew anytime :)

    As far as I know, your China visa should still valid, just remember to keep your old passport because you will need to carry two when you enter China. You may want to call up China embassy to see if you can do visa transfer to your new passport

  • Hi, beside taking photo at the Highcommission, where can I take the photo with blue background outside? I remember there is a photo studio shop just along Jervois Rd after the petrol station, wondering still around? Or else where can i take the Msia’s passport size photo(blue background)?

  • hi, thanks for the info.. it really helpful. as my current passport going to expired soon.. left another 5 month… may i know what is the max limit i can stay in Singapore? 3 month passport validity?
    and same question as previous, may i know when i can take passport photo beside high commission there? or any photo studio will do…as long as blue background.

  • Just to add some points:
    1. Make photocopy of malaysia &singapore ic of both sides on the same side of paper,
    2. Collection of passport maybe using the queue no you obtained during the application or the pass number obtained from guard house; anyway, it will be make known while you enter or ask!
    3. Birth cert no is not necessary unless for child.
    4. Transfer of Singapore REP can be printed once only. Better to save a PDF copy in case you lose it, so u can print! You cannot glue or staple the rep into your passport, so u have to bring it separately…if u find it leceh, then go to ICA to obtain the chop version.
    5. It is better to take photo at high com or at Malaysia; Singapore photo centre may not aware of the specification. It is not as flexible as Singapore passport renewal where it accepts self taken photo that meets the spec.

    Renewed mine today. Arrived at 8am & was done 40 mins later.

    Note:
    1. Called ICA. They no longer provide the chop version of REP in the passport. Even if you turn up at ICA, they will still give you the REP on a piece of paper.
    2. Queue for photocopy machine was very long today. Better to have documents prepared beforehand rather than waste time queueing.

  • Hi all, as my mum is on a long term pass here to take of my kid ( i am PR in sg) , from the information i obtained in the high commisioner web, she is also allowed to renew her passport in sg?

    if she is allowed, after we collected the passport, have to rush over to ICA to chop the long term pass?

  • @wong: sorry I don’t know any other place, it won’t take long to queue for the booth there anyway :)

    @suzanne: no I don’t think you need to bring along your re-entry permit

    @francis: by right you can stay until the day your passport expires, however in order to re-enter SG you need 6 months validity (some officers are good enough to let you through)

  • just to update. checked with them. they say allowed to renew there.

  • Renewed my passport today 24 February 2012 without hassle at all.

    Took bus 139 from TP central at 7.15am reached Msia Hi Comm at 8.10pm( bus stop in front River Point, Jervois Road opposite the Road next to SPC) and did not see any q at all.
    Enter the imigresen and went to get passport q no. 34 and straight went to the counter that flashes my number already to renew my passport and paid S$124 and done within 9 minutes all inclusive. ( Photo Taken in my area photoshop usable and 1 copy PR, 1 copy Msian IC and form filled up at home).

    You can choose to take your breakfast at the River Point about 5 mins walk or head straight to Orchard.
    I took bus 14 (or 65) (10 mins ride, about 5 bus stops away) to orchard to shop there and return by bus no 65 or 14 at Orchard boulevard, bus stop behind wisma Atria opposite the Condo at the main road. at 2pm for the passport collection no 18. The visit pass is the collection q no itself. 2.10 pm allowed to enter and everything done in 9 minutes. Started at 2.30pm and I am out of the door at 2.39pm.

    Super efficient and the the last number served for passport renewal before lunch time was 1079 only and they still continue to issue q no for passport renewal and I saw a few of them renewing their passport in the afternoon session too.

    Malaysia boleh !! I hope we can get an automated kiosk there soon so that renewal and collection can be done within 2 hours.
    Need not waste time take whole day off.

    Additional Information:-

    If you renew your passport earlier than 6 mths, you loose up the balance of the months.

    Eg:
    Expire in 1jun12 and renew in 1 Dec11 (suppose to renew in 1 Jan12), expire in 24Jun 5 yrs later. ( you loose out the remaining 1 mth)

  • Few things to add on from what I wrote just now:-

    If you have elderly with you or baby, you may go take the express pass q at the counter next to the normal q.

    Photo taken outside can be used as long as:-
    -Passport size with blue background
    -Remove your glasses
    -Wear dark colour clothing and with sleeve
    -Both ear can be seen
    -Smile and do not show your teeth

    (beside photo booth( no q seen on 24th Feb 2012), can take picture from photoshop near to SPC before going to Jervois road, downhill)

    Last but not least advice :- To avoid q , do not go during school term holidays, year end .

  • I know this thread is pretty old, but I referred to it extensively as I had to get my passport renewed today.

    May I just start off with thanking this post creator and its contributors as I agree with many of you here that it certainly helped shed good light on the entire process (and made it a little more painless).
    Finding the place was relatively easy (again, thumbs up for the article). I’d hate to ramble, so bite-sized for your convenience:

    - If people are ALWAYS going to queue up to exchange for a pass, why can’t our lovely government construct a proper queue area with shelter? Lines were snaking by the pavement at the side of the road! I saw parents with babies and the elderly, spare a thought for them to build a temporary respite until you figure a faster tap-and-go alternative!

    - Aside from no clear directions once in the building (a gentleman waiting to collect was kind enough to advise me), I stood in front of the counter waiting to submit my application. The stout (read: overweight) man did NOT SO MUCH AS GLANCE at me while officiating an application form. Stood and waited in front for 2 mins (he was busy making chatting with the 2 ladies with him), and when he was done stamping the form he looked up and handed it to me… only to be surprised.. and he asked, ‘oh.. not the same person??’ You think??!

    - He handed back my form to me folded (granted, I should’ve checked for the queue no.). Number right after mine kept alerting and seeing no one, I went over to the counter to take the absentee’s place, thinking that numbers probably don’t appear in sequence. The hag said in Malay, “Why didn’t you come just now when your number was called??’ OH WOW. I felt like replying in Vietnamese to say I got the wrong embassy (if you’re following till now, I don’t know Viet).

    - (Whatsapping my sis about this, she said, ”Yeah, the last time I went, I told her I could complain about her attitude. And she said, ”Go ahead and complain, fill up the feedback form.” OH WOW)

    - After the rude encounters, I had to go back and get my pass exchanged again, queuing up all over again. Cool huh… nope, it was scorching hot.

    The problem, as far as I can remember, has ALWAYS been the service quality of the staff. Why why why why…. and I defend my country and countrymen whenever someone quips unpleasant half-truths about Malaysia (I’ve been here >10 years, people tend to forget I’m not a Singaporean). But really, somehow, the High Comm always gives me unpleasant memories. We are, afterall, all Malaysians aren’t we? Even if the M’sian High Comm employs non-citizens, why the need to antagonize people that way???

    Oh well, I just don’t understand how our country can be world-class if service quality is world-trash. And these are people assisting fellow Malaysians who are finding even more reasons to root here. Immigration personnel, I hope you’re reading this. Get your act together!
